The Lifetime Support Authority (LSA) will fund necessary and reasonable home modifications to support Lifetime Support Scheme (LSS) participants to complete tasks in the home that are harder, or that they can no longer do, as a result of the motor vehicle accident injury. The LSA’s funding is subject to the LSS Rules necessary and reasonable criteria and will be referred to when approving funding for home modification requests.

The LSA has a Home Modification Panel in place. This Panel has three categories:

  • Major Home Modification Project Managers - engaged by the LSA to manage and oversee building works in accordance with major home modifications for LSS Participants. This includes the development of an agreed scope of works, cost estimates, sourcing design and build quotations for major home modifications, any legislative building approval processes and project management of home modifications from initiation through to handover to the Participant.
  • Major Home Modification Preferred Builders List - The list consists of builders that have been vetted by the LSA and deemed to have an appropriate level of relevant experience in disability home modifications and with capacity and capability to meet the requirements of the LSA. Major modification project managers will be required to seek a minimum of three quotes for major home modifications, one of which must be from the LSA Preferred Builders List.
  • Minor Home Modifications - Minor modifications don’t usually require structural changes or council approval. They can include rails, ramps and other minor changes like removing a shower hob. Where minor home modifications may be required, an occupational therapist will meet with the Participant, assess their home and make recommendations for home modifications in consultation with the Participant. Where minor home modifications have been prescribed by the treating therapist and are consistent with the LSS Rules, the Service Planner will refer jobs to one of the Minor Home Modification suppliers on the Panel.

Whether a project is deemed to be a major or minor home modification will be determined by the LSA based on both the potential value and complexity of the project and modification required.

The current Panel commenced on 1 September 2024 and will be in place for a period of three years, with two one-year extension options available.

The Major Home Modification Project Managers and the Minor Home Modifications categories are closed for the term, however the LSA has the ability to add further suppliers to the Preferred Builders List. The LSA may directly approach builders to apply, invite applications on the LSA website or on the SA Tenders website.

The LSA reserves the right to engage suppliers outside of the Panel where there is adequate justification.
